Background

Urban design and planning policies shape people's experience of the built environment.

Currently, private development is guided by the City’s Policy No. 7.1.1 Built Form. There is no place plan to guide development in the public realm for Claisebrook.

Vincent recognises the need for a plan specific to Claisebrook. Through researching the history, understanding the context and observing how people use the spaces, the plan will consider everything from the seating options in the public realm to the scale and design of buildings on private land.

The Claisebrook area is bound by Lord Street to the west, the railway reserve to the east, Guildford Road to the north, and the Graham Farmer Freeway to the south. The precinct is within 400m of the Claisebrook Train Station and East Perth Station.

Previously Claisebrook was managed by the East Perth Redevelopment Authority and was transferred to the City of Vincent in 2007 as part of the Local Government boundary changes. The area contains two concrete batching plants which have a time limited approval to June 2024.

The southern portion of the Claisebrook area is zoned Mixed Use R160 and R100 under the City’s Local Planning Scheme No. 2. This means the area can support increased dwelling density, diversity and intensity of land use mix. Increased employment opportunities and leisure activities can also be accommodated in this area.

What are we doing?

The objective of this project is to guide development within the Claisebrook precinct into the future.

The framework will consider each of the priorities listed in the Strategic Community Plan:

  • Enhanced Environment including, but not limited to, landscaping, deep soil areas, canopy coverage, and public open space.
  • Accessible City including, but not limited to, infrastructure for pedestrians, cyclists, e-scooters and vehicles, and wayfinding.
  • Connected Community including, but not limited to, safety and security, embedding a sense of place, and encouraging arts and events and activations into the Town Centre.
  • Thriving Places including, but not limited to, a lively public realm, cleanliness, attractiveness, street lighting, and landmark entry statements.
  • Sensitive Design including, but not limited to, appropriate land use, visual characteristics, setbacks, and scale and heights of new buildings.
  • Innovative and Accountable including, but not limited to, developing innovative solutions and delivering this project in a manner that is transparent and inclusive of the community.

The City has conducted a context analysis study of the Precinct to understand the existing conditions, opportunities and constraints. The City will consult with the community about the findings of the analysis and the desired vision for the Precinct, and will then develop a planning framework.

How will we do it?

Through a series of community workshops and information sessions, we will understand the community's vision for the area and then design a planning framework that responds to this vision.

Once the framework is drafted, we will host more workshops and information sessions to confirm we heard what the community said.

The framework will be presented to Council for adoption to formally advertise.

Timeline

  1. Undertake baseline research and develop a SWOT (strengths, weaknesses, opportunities & threats) analysis (complete)
  2. Invite community members to share some preliminary thoughts on Claisebrook through an online survey
  3. Host a series of workshops to better understand and build upon the findings of the survey (8 December 2022 & 2 February 2023)
  4. Draft the planning framework (early-mid 2023) (we are here)
  5. Present the draft planning framework to Council for endorsement to formally advertise (16 May 2023)
  6. Formally advertise the draft planning framework (mid 2023)
