Background

Urban design and planning policies shape people's experience of the built environment.

Currently, private development is guided by the City’s Policy No. 7.1.1 Built Form, and improvements to the public realm are guided by the Pickle District Place Plan.

Through researching the history and observing how people use the spaces, Vincent recognises the need for a plan specific to West Perth to guide development into the future. The plan will consider the seating options in the public realm, through to the scale and design of buildings.

The West Perth Precinct is located between Leederville and Northbridge and is bound by Newcastle Street, Charles Street, Graham Farmer Freeway, and Loftus Street.

The area has become a creative precinct, home to new and diverse creative businesses including art galleries, artist and design studios, a boutique theatre, photographic studios, and creative co-op working spaces.

Whilst the area is zoned Industrial under the Metropolitan Region Scheme, and Commercial under the City’s Local Planning Scheme No. 2, the City’s Local Planning Strategy recognises this area is capable of intensification through transitioning from industrial land to mixed-use development.

What are we doing

A Planning Framework and Place Plan are being developed to guide development within the public and private realms. This means that there will be one document to look at for all development within the West Perth Precinct.

The objective of this project is to guide development within the West Perth precinct into the future.

The framework will consider each of the priorities listed in the Strategic Community Plan:

  • Enhanced Environment including, but not limited to, landscaping, deep soil areas, canopy coverage, and public open space.
  • Accessible City including, but not limited to, infrastructure for pedestrians, cyclists, e-scooters and vehicles, and wayfinding.
  • Connected Community including, but not limited to, safety and security, embedding a sense of place, and encouraging arts and events and activations into the Town Centre.
  • Thriving Places including, but not limited to, a lively public realm, cleanliness, attractiveness, street lighting, and landmark entry statements.
  • Sensitive Design including, but not limited to, appropriate land use, visual characteristics, setbacks, and scale and heights of new buildings.
  • Innovative and Accountable including, but not limited to, developing innovative solutions and delivering this project in a manner that is transparent and inclusive of the community.

The City has conducted a context analysis study of the Precinct to understand the existing conditions, opportunities and constraints. The City will consult with the community about the findings of the analysis and the desired vision for the Precinct, and will then develop a planning framework.

How will we do it?

Through a series of community workshops and information sessions, we will understand the community's vision for the area and then design a planning framework that responds to this vision.

Once the framework is drafted, we will host more workshops and information sessions to confirm we heard what the community said.

The framework will be presented to Council for adoption to formally advertise.

Timeline

  1. Undertake baseline research and develop a SWOT (strengths, weaknesses, opportunities & threats) analysis (complete)
  2. Invite community members to share some preliminary thoughts on West Perth through an online survey (complete)
  3. Host a series of workshops to better understand and build upon the findings of the survey (complete on 12 December 2022)
  4. Host a Design Workshop to build upon the findings of the surveys and the Vision Workshop
  5. Draft the planning framework (early-mid 2023)
  6. Present the draft planning framework to Council for endorsement to formally advertise (Briefing 9 May, Council Meeting 16 May) (we are here)
  7. Formally advertise the draft planning framework (mid 2023)
