Urban design and planning policies shape people's experience of the built environment.

Currently, private development in North Perth is guided by the City’s Local Planning Scheme No. 2. and Policy No. 7.1.1 Built Form whilst improvements to the public realm are guided by the North Perth Place Plan.

The City of Vincent recognises the need for a planning framework specific to North Perth. This planning framework will consider everything from the seating options, bike racks and paving in the public realm to the appropriate land use, scale and design of new buildings on private land.

The planning framework will focus on the North Perth Town Centre including:

  • Fitzgerald Street between Menzies Street and Chelmsford Road;
  • Angove Street between Fitzgerald Street and Daphne Street; and
  • View Street between Fitzgerald Street and Olive Street.

It will also look at how the commercial lots of the North Perth Town Centre interact with the adjacent residential neighbourhoods of North Perth.

The study area has pockets zoned Mixed Use, District Centre, Commercial and Residential in the City’s Local Planning Scheme No. 2. The coding of this area permits medium (R40) to high (R-AC3) density development. This means a variety of land uses with varying scales can operate from this area.

Objectives

The objective of this project is to guide development within the North Perth Town Centre precinct into the future.

The framework will develop the planning framework in line with the six priorities listed in the Strategic Community Plan:

  1. Enhanced Environment including, but not limited to, landscaping, deep soil areas, canopy coverage and public open space.
  2. Accessible City including, but not limited to, infrastructure for pedestrians, cyclists, e-scooters and vehicles, wayfinding.
  3. Connected Community including, but not limited to, safety and security, embedding a sense of place and encouraging arts and events and activations into the Town Centre.
  4. Thriving Places including, but not limited to, a lively public realm, cleanliness, attractiveness, street lighting and landmark entry statements to ensure the North Perth Town Centre remains a great place for people to shop and socialise and for businesses to trade from.
  5. Sensitive Design including, but not limited to, appropriate land use, visual characteristics, setbacks and the bulk, scale and heights of new buildings.
  6. Innovative and Accountable including, but not limited to, developing innovative solutions and delivering this project in a manner that is transparent and inclusive of the community.

What are we doing

A planning framework is being developed to determine a vision and guide future development in both the public and private realm. This means that there will be one document that will guide all development within the North Perth Town Centre.

How will we do it?

Through a series of community workshops and information sessions, we will understand the community's vision for the area and then design a planning framework that responds to this vision.

Once the framework is drafted, we will host more workshops and information sessions to confirm we heard what the community said.

The framework will be presented to Council for endorsement to formally advertise.

Timeline

  1. Undertake baseline research and develop a SWOT (strengths, weaknesses, opportunities & threats) analysis (complete)
  2. Invite community members to share some preliminary thoughts on North Perth through an online survey (complete)
  3. Host a Vision Workshop to better understand and build upon the findings of the survey (completed on 5 December 2022)
  4. Invite community members to share some additional thoughts on North Perth through an online survey
  5. Host a Design Workshop to build upon the findings of the two surveys and Vision Workshop (February 2023)
  6. Draft the planning framework (early-mid 2023) (we are here)
  7. Invite community members to share additional thoughts on North Perth
  8. Present the draft planning framework to Council for endorsement to formally advertise (late 2023)
  9. Formally advertise the draft planning framework (late 2023)

    Community workshops are a key mechanism for involving community members and stakeholders in our projects. 

    Our first community workshop was held in December 2022. Approximately 40 people attended providing valuable feedback on their vision for the North Perth Town Centre.

    The City will be building on this engagement at our second community workshop which will explore design scenarios for the North Perth Town Centre. We have partnered with Fairplace to bring you a co-design process using scaled architectural models. This engaging forum allows you to directly play with the concepts of redevelopment and best understand what the town centre should look like into the future.

    As more members of the community expressed interest in attending then there were spots available, a representative sample of the community have been selected to attend.
