Pearl Lane
Consultation has concluded
The City is proposing to name the laneway located between William, Bulwer and Lincoln Streets, and Bulwer Ave, Perth, and will be submitting the name change to Landgate.
The proposed name (Pearl Lane) is in commemoration of the recently closed bakery The Pearl of Highgate, which was situated at 189 Lincoln Street, Perth. The Pearl of Highgate was run by Nick Niederberger and operated from 1999 till 2020.
Pearl Lane satisfies Landgate’s criteria for a road name in that it:
- is no more than six letters long;
- is a single name element followed by a road type; and
- does not duplicate an existing road name within the local government area.
Pearl Lane does not satisfy the Landgate criteria in that it:
- is in use in an existing street or place in WA.
This does not disqualify the name from being considered by Landgate after community approval.
The Landgate policy states that "road names submitted for approval shall not be less than 10km from the existing duplication in the metropolitan area" - Policies and Standards for Geographical Naming in Western Australia, 2.3.1 Existing duplicated or similar sounding names. There is a Pearl Road in Cloverdale, approximately 8km away from the proposed Pearl Lane, Perth.
However, Landgate can exercise discretion if they are satisfied that the name duplication will not cause confusion.
Pearl Lane is considered pursuant to Criteria 3 of the City’s Road Naming Criteria – Prominent historic Vincent businesses, where the business has a historic association with the area and is proven to have existed over a substantial period of time and is held in strong regard by the community.
The Pearl of Highgate is regarded as historic as it is no longer operating and there is no commercial advantage to be gained from naming the lane to recognise the former business.

Where is the lane?
The lane identified for naming runs parallel to Lincoln and Bulwer Streets, between William Street and Bulwer Ave, crossing Knebworth Ave, in Perth.
The lane is part of Lot 66 on Plan 1177.
About the process
This laneway proposal was submitted to the City of Vincent by a community member. If a consultation receives more votes of opposition than votes of support, the proposal will not be continued. If a consultation receives more votes of support than opposition, the City will submit a road naming application to Landgate. Landgate will then approve or deny the application. The City will send letters to nearby residents and owners in regards to the outcome of this consultation. An alternative name for this laneway must be submitted via the online application form before the consultation period for this proposal closes. If an alternative name is found to be suitable, a separate consultation for that proposal will be advertised.
