Background

North Claisebrook is an area in transition. Traditional industrial uses are changing to niche creative industries and opportunities to live in the area are increasing.

The existing concrete batching plants have time-limited approval until 30 June 2024, which presents an opportunity for high-quality community-focused infill development.

The North Claisebrook Planning Framework 2023-2028 (NCPF) project began in July 2022 with the aim to facilitate the redevelopment of this precinct.

Project Details

The vision for North Claisebrook is:

North Claisebrook is a burgeoning hub of creative enterprises and a diverse resident population. The precinct’s identity has been shaped by its significance to the Noongar people prior to colonisation and its residential and industrial land use mix in more recent times. Our vision is to create a high-quality, medium to high-density, mixed-use precinct that capitalises on its proximity to public transport, the Perth CBD and the Swan River. This precinct will foster vibrant activity and public life.

We envision a pedestrian-friendly environment, which is serviced by a range of small businesses that provide day and night activation and well-designed public spaces for recreation and events. Our goal is to enhance the eclectic, mixed-use diversity of the area whilst maintaining North Claisebrook’s unique character.

The City of Vincent's draft planning framework for the North Claisebrook precinct aims to create a vibrant and urban neighbourhood which capitalises on its proximity to the Perth CBD, public transit networks and amenity.

An important part of this framework is creating safe, pleasant public places which suit local community needs. The NCPF includes mechanisms to assist in the identification, design and funding of these public places.

Endorsed Framework

The North Claisebrook Planning Framework was endorsed on 22 August 2023 following public advertising. A link to this report, including background information, summary of engagement outcomes, and the endorsed NCPF is available here.

The NCPF will be used to consider applications for Development Approval in the NCPF area, and work has commenced to deliver the actions of the NCPF's Place Plan.
