Development Description: Proposed Alterations and Additions to Hotel - Joint Development Assessment Panel (JDAP) Application
Development Application Number: 5.2022.3.1
Development Details: The proposal is for a six storey rear extension to an existing Hotel (The Great Southern Hotel). The existing Hotel faces Robinson Avenue, and the new extension will face Monger Street.
Details of proposal include the following:
Retention of the existing two and three storey Hotel building which faces Robinson Avenue. The existing Hotel has 127 guest rooms. It also has 40 car bays, 10 bicycle bays and 4 motorcycle bays on-site available for staff and guest use.
The rear extension would be over an existing vacant lot facing Monger Street, which is currently bitumen and is used for storage, access and parking associated with the Hotel.
An additional 40 Hotel guest rooms would be accommodated in the extension, as well as a Restaurant/Café tenancy facing Monger Street. The total number of Hotel guest rooms would increase to 167 rooms.
An additional parking and servicing area would be provided and accessed from Monger Street. This would include a storage area, 1 parking bay for the Restaurant/Café tenancy and a parking/turning area for service and waste vehicles. No Hotel guest or staff parking would be available from Monger Street. The total number of on-site car parking bays would increase to 41 bays.
The development would be six storeys high with each floor used as follows:
Lower Ground (LGF) – Restaurant/Café tenancy facing Monger Street and parking, servicing and storage area. Areas provided for the planting of two trees.
Ground (GF) – Connection point to the existing Hotel reception area and 7 guest rooms.
First Floor (1F) – 9 Hotel rooms, including one room with a balcony facing Monger Street.
Second Floor (2F) – 10 guest rooms.
Third Floor (3F) – 10 guest rooms, including two rooms with balconies facing Monger Street.
Fourth Floor (4F) – 4 guest rooms and an open rooftop deck facing Monger Street (which is surrounded by landscaping, including two trees).
A pedestrian access way along the south-east side of the development providing emergency access between the Hotel and Monger Street.
The plant, stair and lift core in the existing Hotel building would be extended in height to six storeys to match the height of the Hotel extension.

The City has prepared a Responsible Authority Report (RAR) providing a recommendation to the JDAP. This report was due on 5 August 2022. It is available in the DAP agenda published here.
Following community consultation updated plans and additional information were received. This included the following:
The submission of a hotel management plan, including management procedures for the Hotel and a code of conduct.
Significant changes to the colours and materials of the elevations.
Introduction of additional design features to the side elevations, including coloured patterning, protruding panels and architectural features.
Details provided on the extension to the plant, stair and lift core.
An additional small tree at ground level to Monger Street and a proposal to underground the existing overheard power lines.
The submission of an updated ESD report and updated initiatives.
The report begins on page 223 of the agenda and a copy of the updated development plans are included as Attachment 2 (page 277). A summary of the submissions received during community consultation is included, with a response from the City included as Attachment 3 (page 290) and a response from the applicant included as Attachment 4 (page 302). The hotel management plan is included as Attachment 6 (page 320).
JDAP Decision

Joint Development Assessment Panel (JDAP) decision.
The JDAP meeting was held at the City of Vincent Administration Building (244 Vincent Street, Leederville) on 15 August 2022, commencing at 9:30am.
All submitters and anyone who has registered for updates will be notified of the JDAP meeting date.
