Feedback has been reviewed and a report was presented to Council in March. Council agreed to defer the motion to allow additional consultation with residents and the provision of more information. A further report is now being prepared and will be presented to Council in May.

Background

The City of Vincent is seeking community feedback on a proposal to make a section of Harold Street in Highgate one-way between Vincent Street and Beaufort Street.

In April 2023, the City of Vincent held a community consultation on a proposal to change the intersection of Harold and Beaufort streets as part of a Black Spot project.

There were 93 responses to the survey and the majority did not support the proposed changes to the intersection.

A report was presented to Council in August 2023. One of Council's recommendations was to further consult with local residents, school and surrounding businesses on a proposal to make Harold Street one-way between Vincent Street and Beaufort Street.

Council also requested a report be prepared on options to reduce crashes and improve pedestrian, cyclist and vehicle safety and accessibility on Beaufort Street and this project is ongoing.

A report including both of these items will be presented to Council in March 2024.

The City of Vincent is consulting on a proposal to make a section of Harold Street in Highgate one-way between Vincent Street to Beaufort Street, with the direction of flow from Vincent Street - see proposed layout below.


Proposed one-way design for Harold Street

This design aims to improve traffic flow on Harold Street and limit potential conflict points by making it one-way.

The proposal incorporates community responses from the earlier Harold and Beaufort streets consultation.

The proposed change is expected to improve traffic flow significantly as vehicles will be prevented from driving through to Vincent Street. Access from Beaufort Street will still be possible, to accommodate residents, school drop-offs/pick-ups and service vehicles.

Vehicles entering Harold Street from Beaufort Street will either have to turn around or exit via Mereny or Tramway lanes, before the one-way section.

On-street parking for residents is retained as part of this proposal.
