The City has received a proposed Local Development Plan (LDP) which has been prepared by the owner of No. 40 Frame Court, Leederville.
What is a LDP?
A LDP includes site-specific provisions which can either vary or add to development requirements of the local planning framework to achieve a specific built form outcome.
Once a LDP is approved, any future development application would be assessed against these provisions, in addition to any other applicable policies under the local planning framework.
The local planning framework which applies to the site include the:
- Residential Design Codes Volume 2 – Apartments;
- City’s Policy No. 7.7.1 – Built Form (Volume 2, Section 1); and
- Leederville Masterplan.
In addition to these documents, the City has prepared and is undertaking separate consultation on the draft Leederville Precinct Structure Plan (LPSP). Information about the draft LPSP can be viewed on Imagine Vincent, including the draft LPSP document.
The draft LPSP will supersede the Leederville Masterplan and guide development within the broader Leederville precinct. In relation to the subject site at No. 40 Frame Court, this is identified as being within the Cityscape Sub-Precinct.
The development requirements of the draft LPSP include a height limit of 18 storeys for the subject site, which could potentially increase to 23 storeys subject to meeting the criteria related to Development Incentives for Community Benefit listed under the LSP.
As noted above, the proposed LDP has been prepared by the owner of the subject site, and not the City.
Where is No. 40 Frame Court?
No. 40 Frame Court is located in the southern portion of Leederville and is accessed from Leederville Parade. No. 40 Frame Court is between the Frame Court Car Park and Water Corporation and is highlighted in red below:

What is Proposed?
The proposed LDP would be read in conjunction with these policies, and proposes provisions which would vary or add to existing development requirements outlined in these documents. In addition to the provisions, the LDP also outlines objectives and public benefits, both of which a future development application would need to meet.
As a LDP seeks to guide the future development on a site, there are no accompanying detailed development plans. The applicant has prepared a concept plan which is available to view as part of the supporting information.
What are the Provisions?
The LDP proposes development provisions which relates to the following design elements:
- Building height;
- Building setbacks and separation;
- Boundary wall height;
- Landscaping; and
- Public domain interface and aesthetics; and
- Design elements related to the podium and tower.
A comparison of the development provisions proposed as part of the LDP against the existing requirements of the current planning framework is outlined in the Submission Form. Where the LDP is silent, the existing requirements of the Leederville Masterplan, Built Form Policy and R Codes Volume 2 apply.

Community Information Session
As part of the consultation, the City is running a community information session relating to the consultation of a number of key projects. The proposed Local Development Plan is included as part of this. The session will be held at the City of Vincent Administration Centre between 9am and 12noon of Saturday 29 May 2021.
You are welcome to attend and the City can answer any questions or queries that you may have about the proposal. There is no requirement to arrive at the start of the event, so you can pop in at any time and stay as long as you like. It is not necessary to RSVP to attend this session.
What Happens Next?
The City is undertaking this community consultation to seek the views of interested residents. A decision has not yet been made and will be made on the merits of the application after the consultation period and following a review of all submissions.
If you make a submission then we will email you to advise when the application will be presented to a Council meeting for a decision. This will allow you to attend and speak at the Council meeting.
