Update

The William Street Planning Framework was adopted by Council at its meeting on Tuesday 12 August 2025.

A subsequent amendment was made by Administration on 11 November 2025 to correct an error in street naming ‘Monger’ Street which had been incorrectly referred to as Money Street.

Background

The Planning Framework will guide future development by introducing planning controls and place planning actions to support the community’s vision.

It will consider specific elements from the design of open spaces in the public realm, through to the scale and design of buildings in the private realm.

The framework for William Street is the area bounded by Bulwer Street to the north, Lindsay Street/Baker Avenue to east, Newcastle Street to the south and Lake Street to the west.


It is home to a unique mix of speciality retail and food market businesses by day and an eclectic hospitality offering by night that attracts visitors from all over Perth.

The area's character and identity are shaped both by its diverse communities and the many heritage places which are listed Vincent's heritage list and the State Government’s Register of Heritage Places.

The framework will consider each of the priorities listed in the Strategic Community Plan but is not limited by that.

A context analysis study has already taken place to help us understand the existing conditions, opportunities and constraints.

What will happen next?

Feedback from this consultation will be reviewed and a report presented to Council. If endorsed, the Framework will be considered final.
