Background

The City of Vincent is developing a Planning Framework for the William Street Town Centre and is asking the community to share their vision for the area.

Private development on William Street is guided by Vincent’s Policy No. 7.1.1 Built Form but there is currently no Place Plan to guide development in the public realm.

Vincent is preparing a plan for William Street Town Centre to guide its future development. The plan will consider specific elements from the design of open spaces in the public realm, through to the scale and design of buildings in the private realm.

The William Street precinct is located between Newcastle Street and Brisbane Street and includes the high street of William Street, immediately north of the Perth CBD and bordering the City of Perth.


William Street Town Centre

It is home to a unique mix of speciality retail and food market businesses by day and an eclectic hospitality offering by night that attracts visitors from all over Perth.

The area's character and identity are shaped both by its diverse communities and the many heritage places which are listed on Vincent and the State Government’s Heritage Register.

Project details

The aim of this project is to guide future development for the William Street Town Centre. We are asking community to help shape what that should look like.

A Planning Framework and Place Plan is being prepared, which means that there will be one document to look at for all development within the William Street precinct.

The framework will consider each of the priorities listed in the Strategic Community Plan but is not limited by that.

A context analysis study has already taken place to help us understand the existing conditions, opportunities and constraints.

As part of this consultation process, we are asking people about the findings of this analysis, and their vision for William Street.

Participation Opportunities

There are three current opportunities to participate:

Design workshop - Thursday 30 May, 6-8.30pm at The Northbridge Hotel, 210 Lake St, Perth WA 6000.

Now that we have understood the community's vision for the William Street town centre, this workshop will delve into how we can deliver this vision. We will discuss topics such as the precinct boundary, sub-precincts, building height and design, types of activities and uses, transport and transition zones. These activities will inform the planning policy provisions that guides development in the private realm and the Place Plan actions that guides development in the public realm.

Pedestrian and lighting audit - Thursday 6 June, 6-8pm. Meet at 5.45pm at Tu Do Park (corner of William and Brisbane streets).

This audit is an opportunity to do an on-the-ground assessment of the walkability, safety, lighting coverage and accessibility of the William Street Town Centre and surrounds. Working in small groups, participants will each be given a booklet to record their observations and make assessments about the public realm as we walk through the precinct. These assessments will inform the policies and Place Plan actions that are developed for the William Street Planning Framework.

Character and streetscape 'walkshop' - Saturday 8 June, 10am-12pm. Meet at 9.45am at Stuart St Reserve (corner of Lake and Stuart streets).

This 'walkshop' is an opportunity to identify the unique features, materials, activity uses and heritage fabric that make William Street a distinct place. Participants will be guided through the town centre and will make observations about the positive and negative qualities they see in the existing buildings and on the street. These observations will inform character statements for sub-precincts, streetscape palettes and built form policy provisions that are developed for the William Street Planning Framework.

What will happen next?

Feedback from the visioning and design phases will be reviewed and a planning framework developed.

There will be further opportunities to participate and to let us know 'have we got it right?'

Once a draft is developed, a report will be presented to Council for endorsement to formally advertise.

If you provide your contact details when completing the survey, you will be notified when the report will be considered by Council. Anyone is welcome to attend the Council Briefing and Council Meeting to ask questions or comment on the proposal.
