William Street Planning Framework

Update
The City of Vincent has written a new Planning Framework for William Street (WSPF) and is seeking community feedback.
Extensive consultation has contributed to the development of the draft framework including feedback from community, stakeholders and industry. An Engagement Report detailing the consultation workshops, surveys, 'walkshop' activities and outcomes is available to view in the Documents library to the right of this page.
We'd now like to know whether you think we've got the draft WSPF right and welcome any further comments you may have. The draft document is also available to view in the Documents library and below is a survey where you can provide feedback.
If you provide your contact details when completing the survey, you will be notified when the final Planning Framework is considered by Council. Anyone is welcome to attend the Council Briefing and Council Meeting to ask questions or comment on the proposal.

We’re also inviting community members to meet with project officers for a casual conversation over a coffee about the draft Framework on the following dates:
- Sunday 23 February | 10am – 12pm - completed
- Wednesday 26 February | 8 - 10am - completed
- Sunday 9 March | 10am – 12pm
- Sunday 16 March | 9 – 11am **ADDITIONAL DATE**
All sessions will take place at Parkside Coffee, Stuart Street Reserve.
Background
The Planning Framework will guide future development by introducing planning controls and place planning actions to support the community’s vision.
It will consider specific elements from the design of open spaces in the public realm, through to the scale and design of buildings in the private realm.
The framework for William Street is the area bounded by Bulwer Street to the north, Lindsay Street/Baker Avenue to east, Newcastle Street to the south and Lake Street to the west.
It is home to a unique mix of speciality retail and food market businesses by day and an eclectic hospitality offering by night that attracts visitors from all over Perth.
The area's character and identity are shaped both by its diverse communities and the many heritage places which are listed Vincent's heritage list and the State Government’s Register of Heritage Places.
The framework will consider each of the priorities listed in the Strategic Community Plan but is not limited by that.
A context analysis study has already taken place to help us understand the existing conditions, opportunities and constraints.

Consultation closes 4pm Monday, 17 March 2025.
What will happen next?
Feedback from this consultation will be reviewed and a report presented to Council. If endorsed, the Framework will be considered final.
