Consultation has concluded

As part of our decision making process we’d love to know what you think about possible parking restriction changes in Turner Street, Highgate. Below is a summary of why we are considering doing this, what is proposed, and how you can provide your comments.


At the City’s Ordinary Meeting of Council on 12 November 2019, a petition was received with 109 signatures, comprising both residents and users of Jack Mark’s Reserve, requesting that Council consider changing the parking restrictions in Turner Street, Highgate.

What's proposed?

The petition sought to have the parking changed from the northern side of Turner Street to the southern side. The idea being that it would provide additional parking as there are no property driveways adjacent the park.

However, because of the narrow width of Turner Street parking can only be accommodated on one-side of the road and as result the entire length of the northern side would become ‘No Stopping’.

In addition to restricting all of the parking to one side of the road a third option was suggested whereby several bays were proposed on the opposite side of Turner Street at the Lord Street end, to provide both an improved amenity for the adjacent residents and to act a traffic calming measure.

The three options are shown below:

The request is to trial any changes for 12 months, pending the results of this consultation, to allow a proper assessment of the impact of these parking restriction changes on the residents of Turner Street and the users of Jack Mark’s Reserve.

How to provide feedback

Comments on the proposed parking restriction modification need to be provided no later than 5pm on Friday 7 February 2020 by:

  • Mail - addressed to the Chief Executive Officer, City of Vincent, PO Box 82, Leederville WA 6902
  • Email - to mail@vincent.wa.gov.au quoting 'Turner Street Parking' or similar in the subject line
  • Online - via the feedback form below, or
  • In person - write your comments on the submission form provided and lodge them in person at our Administration and Civic Centre (244 Vincent Street, Leederville) during office hours.

What happens after the comment period?

After the comment period closes, City staff will summarise all written comments received on this proposal and will present them to Council to make a final decision. Everyone who provides their comments will be notified in advance of when this issue will be considered by Council and will have the opportunity to come along to the Council Briefing and Council meeting when the report is being discussed, and also to provide their comments and questions directly to Council at that time.
