Stormwater Drainage Connections - Amended Policy

At the meeting on 17 September 2024, Council adopted the Stormwater Drainage Connections Policy.
Background
The City of Vincent is updating its Stormwater Drainage Connections Policy.
These amendments relate to requests from developers to connect to the existing drainage system.
Local governments are responsible for controlling disposal of stormwater from commercial, industrial and residential properties.
The City of Vincent Stormwater Drainage Connections Policy was adopted 22 September 1997 and was last reviewed in February 2013.
The sustainable management of stormwater discharge is essential to all urban environments. Without it, a single development has the potential to flood downstream properties and infrastructure, and over time, multiple small developments could have a similar impact.
At the June meeting, Council approved the proposed amendments to the Stormwater Drainage Connections Policy for the purpose of community consultation.
Policy details
The purpose of this policy is to ensure stormwater generated from commercial, industrial and residential property within Vincent is managed in a sustainable manner, particularly the City's stormwater drainage infrastructure.
The Policy is specifically created to address requests from developers related to development and building applications (commercial, industrial and residential) wanting to connect into City owned stormwater infrastructure.
It is not addressing the entire stormwater drainage system needs within the City of Vincent.
The proposed amendment to the Policy is to accommodate the capacity of current stormwater drainage infrastructure and the effects of climate change, in particular the increasing occurrence and intensity of storm events.
The key changes to the policy are:
- Stormwater design criteria for Commercial or Developments: 1:10 year storm event to be changed to Commercial and industrial Property, 1:100 year - average recurrence interval (ARI) storm event of one hour.
- Residential property design criteria for on-site retention to be changed from 1:5-year storm event to 1:20 – year average recurrence interval (ARI) storm event of one hour.
- Commercial and residential development - connections to the City’s stormwater drainage infrastructure will be required to factor in future climate change considerations, such as a greater retention system onsite.

In addition, we are:
- assessing the condition, serviceability and capacity of the existing infrastructure to address future needs.
- working with other stakeholders including Water Corporation, Main Roads WA, neighbouring local governments and owners of land subject to flooding, drainage easement or development.
The capacity of the City’s drainage system is constrained with City resources directed to address hotspots. The review and amendment to this Policy has taken this into consideration.

What will happen next?
After this consultation period closes, feedback we receive will be reviewed and a report presented to Council for consideration.
Everyone who provides feedback, and contact details, will be notified when this will be considered by Council. Members of the public are welcome to attend the Council Briefing and Council Meeting to ask questions or comment on the proposal.
If adopted, the policy will be reviewed every four years or more frequently if changes to strategic objectives or industry standards occur, in accordance with the Policy Development and Review Policy.
