The City of Vincent is seeking feedback on changes to local planning policy in relation to short-term rental accommodation (STRA).
Background
In February 2025 Council approved Local Planning Scheme Amendment No. 13. and Local Planning Policy: Short Term Rental Accommodation for the purpose of community consultation.
Scheme Amendment 13 is in response to changes made to the state planning requirements, specifically terminology and permissions relating to STRA.
The City of Vincent is also taking this opportunity to review its policy guidance on STRA and is seeking community feedback on both items.
Project details
Short term rental accommodation is an 'umbrella' term for accommodation such as bed and breakfasts and holiday lets. Council has expressed concern as to the locations of STRA in Vincent and if/how STRA impact on residents (anti-social behaviour, parking etc).
1) Local Planning Scheme Amendment No. 13
The proposed changes would ensure consistency with the recent updates to the Planning and Development (Local Planning Schemes) Regulations 2015 and would have no material change to the permissibility of STRA. They include:
- New land use terminologies and land use permissibility for STRA; and
- Modification to the definitions of ‘cabin’ and ‘chalet’
They will impact the planning application process of STRA where an approval is required.
2) Local Planning Policy: Short Term Accommodation
The City is also reviewing its Local Planning Policy: Short Term Accommodation.
This review will establish the City’s expectation as to where STRA should be located, and how they should be managed and operated. The final endorsed version of the Policy will guide planning applications and how the City will assess proposals for STRA.
Some features of the amended Policy include:
- Identifying preferred locations for STRA.
- What information is to be provided when lodging a planning application for STRA.
- Expectations as to how STRA should be operated.
- Minimum nights stay for ‘Unhosted Short-Term Rental Accommodation’.

What will happen next?
The outcomes of community consultation, including any submissions received, will be presented at a future Council meeting for consideration of a recommendation to the Western Australian Planning Commission on Amendment No. 13, and decision on the draft Policy.
Everyone who provides feedback, and contact details, will be notified when this will be considered by Council. Members of the public are welcome to attend the Council Briefing and Council Meeting to ask questions or comment on the proposal.
