The City of Vincent is proposing a draft amended Rights of Way Policy and is asking for community feedback.
Background
The existing Laneways and Rights of Way Policy 2.2.8 was approved by Council in 2013. Since its adoption, there have been changes in:
- legislation governing roads and Crown land
- planning and redevelopment in urban areas
- asset management and renewal practices
- community expectations regarding safety, accessibility, amenity and activation of laneways.
In response, the City has undertaken a comprehensive review to modernise the policy framework, clarify governance responsibilities and improve legal and operational robustness.
A report was presented to Council at its February 2026 meeting, where Council endorsed the draft policy for community consultation.
Policy details
The draft amended Rights of Way Policy replaces the existing Laneways and Rights of Way Policy 2.28.
It aims to provide a clear, contemporary City position on the ownership, acquisition, closure, maintenance, upgrade and amenity of rights of way, irrespective of ownership.
The proposed amendments align with the City’s goal for a connected, accessible and sustainable urban environment and include guidance on:
- safety and accessibility
- beautification and activation
- maintenance and upgrades.
The draft Policy is supported by Operational Guidelines which include the detailed technical, procedural and construction requirements.

After this consultation period closes, feedback will be reviewed and a report presented to Council for consideration.
Everyone who provides feedback and contact details will be notified when this will be considered by Council. Members of the public are welcome to attend the Council Briefing and Council Meeting to ask questions or comment on the proposal.
