Background
Under the Public Health Act 2016, all local governments must prepare a Public Health Plan that aligns with the State Public Health Plan and responds to local needs.
The purpose of a local government public health plan is to set priorities and actions to promote, prevent,
protect and enable the public health of its community.
In early 2025, we asked our community about their health and wellbeing priorities (Stage 1). The top priorities were:
- mental health
- opportunities to be active
- social connection
- access to green spaces.
Development of the new Plan has been informed by State health priorities, local health data, community and stakeholder feedback and a review of what has worked well over the past five years.
At its February meeting, Council endorsed the draft Public Health Plan 2026-2031 for public consultation.
The Plan
The draft Plan sets out how we will support health and wellbeing across Vincent through services, programs and initiatives.
It focuses on improving mental health, responding to the health impacts of a
warming climate and supporting healthy lifestyles through a holistic,
place-based approach.
The Plan is a high-level document aligned with the City’s Strategic Community Plan 2022-2032 and will guide future planning, budgets and decision-making.

Vision

Strategic priorities
Two strategic priorities have been identified:
- mental health - ‘thriving minds’
- climate emergency - the impact of the climate and biodiversity emergency on public health.
The five pillars of public health received positive feedback during earlier engagement, and these have been retained:
18 priorities are presented across these five pillars to support the overall health of the community by promoting healthy lifestyles and by strengthening initiatives already achieving positive outcomes.

What happens next
All feedback received will be reviewed and considered in finalising the draft Plan. A report will be presented to Council at a future Ordinary Council Meeting.
Everyone who provides feedback and contact details, will be notified when this will be considered by Council.
Members of the public are welcome to attend the Council Briefing and Council Meeting to ask questions or comment on the proposal.

Stage 1
The City of Vincent asked the community for feedback on their health and wellbeing priorities.
Background
In 2019, the State Government of Western Australia published its first WA Public Health Plan under the Public Health Act 2016.
At the time, Vincent responded by adopting its first Public Health Plan in 2020, with a vision for a healthy, happy and connected community for all.
The environments in which we live, work and play influence our health and wellbeing. Local governments have a role, through the wide range of services they provide, in ensuring those environments are healthy, safe, clean and accessible. This includes:
- Infrastructure (local roads, footpaths, drainage, waste and recycling).
- Recreation facilities (parks, sports fields, swimming pools and halls).
- Environmental health (water and food safety, noise and air pollution, tobacco control, mosquitoes).
- Planning and building approvals.
- Community programs and events (library, workshops, cultural events).
We are now into the final year of delivering the Public Health Plan, so it is time to start developing the next one.
Project details
To help us develop the next Public Health Plan, we are asking people who have a connection with Vincent to tell us what their priorities are for the community's health and wellbeing.
The new plan will consider the health priorities you identify here, as well as the State Public Health Plan objectives and local health statistics. You can view an infographic showing some of those statistics in the Documents library to the right of this page.
We may not be able to do everything we’d like so it’s important we hear what your priorities are so we can make the best possible use of our resources.
