The City of Vincent is updating its Privacy and Information Breach Policy and is inviting community feedback on the proposed changes.

Background

The City’s current Privacy Management Policy (4.1.31) was adopted in November 2010 and no longer reflects contemporary privacy expectations or legislative requirements.

A scheduled review of the policy was placed on hold pending the introduction of the Privacy and Responsible Information Sharing (PRIS) Act 2024 - new legislation that sets out how government agencies collect, use, store and share personal information.

The PRIS comes into effect 1 July 2026 and introduces clearer standards for responsible information handling and information sharing across the public sector.

From 1 January 2027, agencies will also be required to report serious information breaches to the Information Commissioner and to notify affected individuals.

These upcoming obligations mean the City must update its policy to ensure our approach to privacy, information governance and breach management aligns with the new requirements. Vincent's existing policy does not provide the level of guidance, accountability or transparency required under the PRIS Act.

To address this, Council endorsed a new draft Privacy and Information Breach Policy at its February 2026 meeting for approval to advertise the policy for community consultation. The report can be viewed here.

Policy details

The draft Privacy and Information Breach Policy will enable the City to meet the requirements of the PRIS Act, and:

  • Provide clear and consistent guidance on our approach to privacy and responsible information sharing.
  • Establish a framework for managing, recording and reporting information breaches.

After this consultation period closes, we will review all feedback, and a report will be presented to Council for consideration.

Everyone who provides feedback, and contact details, will be notified when this will be considered by Council. Members of the public are welcome to attend the Council Briefing and Council Meeting to ask questions or comment on the proposal.
