The City of Vincent is seeking community feedback on the proposed sale of a City-owned lot on Brentham Street, Leederville.

In 2020, the land was transferred to the City of Vincent as part of an equal land exchange with Aranmore Catholic Primary School, to provide the school with a more cohesive and fully fenced primary school site.

Vincent’s Public Open Space Strategy 2018 has the objective of increasing parks and open space across Vincent. This is critical as we respond to the impacts of development and population growth.

Our work includes identifying opportunities to improve access and functionality of open spaces and to purchase land where gaps are identified. Where land sales are considered, any proceeds would be held in a Public Open Space Reserve for the purpose of buying land for new parks or improving existing park facilities.

The land

As a result of the land exchange, the City acquired 1784m² of land.

The rear section is currently used as an additional play space by Aranmore Catholic Primary School. It does not have clear access to the public, is tucked 'out of sight' and is not connected to the Brentham Street Reserve. As a result, it is not widely used by the public.

The street front section is zoned Residential R60 and the rear section is zoned Public Open Space - Restricted.

If the sale is approved by Council, the City could sell 26 Brentham Street as one lot zoned R60. Alternatively, the lot could be subdivided prior to sale, depending on the proposals received.

The expected value is $2.58 million and proceeds of a land sale would be held in the Public Open Space Reserve.

If the land sale process goes ahead, the City would consult with neighbouring properties, Aranmore Catholic Primary School and Rosewood Care Group, to see if there is interest in purchasing the land for private open space for the benefit of students or residents.

Why are we thinking of selling 26 Brentham Street?

The City of Vincent needs more public open space, with location, access and gaps in provision of parks being important considerations.

The City's Public Open Space Strategy includes an action to review any underperforming or surplus land owned by the City.

The land in question has limited access to the public and is in an area where there is significant open space.

As seen in the image below, 26 Brentham Street is located within close proximity to expansive parkland. Given the proximity of this land to the Brentham Street Reserve (28,900m²) and Britannia Reserve (157,700m²), it is deemed to be surplus to the City’s public open space requirements in this area.

By contrast, there are areas within the City of Vincent that have no, or limited, parks and open space. For example, the area of Mt Hawthorn bounded by Brady Street, the Mitchell Freeway and Green Street (formerly known as Glendalough) does not have a park or any public open space. Sale of this land would allow for acquisition of land for public open space where gaps have been identified or improvement of existing parks and open spaces.

What happens now?

After receiving community feedback, Council will be presented with the submissions and consider whether to proceed with the sale of the land. If Council approves the advertising of the land for sale, this will be arranged in accordance with section 3.58 of the Local Government Act 1995.

If Council approves the sale of the land, the City will review any proposals from interested parties who wish to purchase the land. The intended future use of the land, and retention of mature trees, will be taken into consideration.

The City would liaise with Aranmore Catholic Primary School and Rosewood Care Group as the immediate adjacent landowners, regarding their potential interest in this land for aged care or educational purposes.
