Site Context

The proposal is for a Mixed Use Development at Nos. 150, 152 & 158 Claisebrook Road, Perth.

The subject site is made up of three properties, and is bound by Claisebrook Road to the west, Cheriton Street to the north, Caversham Street to the south and commercial development to the east. The sites are zoned Mixed Use under the City’s Local Planning Scheme No.2 (LPS2).

Previous Approval

A development application was previously approved on site on 25 September 2014 (ref: 5.2014.331.1). Two applications were subsequently approved on 18 August 2016 and 15 November 2018 seeking to extend the period in which the development can be substantially commenced but did not propose any modifications to the building (ref: 5.2016.235.1 & 5.2018.282.1). This application also seeks to extend the period in which the development can be substantially commenced until 13 November 2025. No modifications are proposed from the original approval.

Framework Changes

Since the application was approved, there have been changes to the planning framework, including the introduction of State Planning Policy 7.3 – Residential Design Codes Volume 2 – Apartments, and the adoption of the North Claisebrook Planning Framework (NCPF). The NCPF identifies the site as having a height standard of 8 storeys, or up to 12 if community benefits are provided in accordance with Clause 4.7.

Details of the proposal including the following:

  • The site being cleared of existing buildings.
  • A new 9 storey building proposed, including a 2 storey podium.
  • A total of 116 apartments across the second floor to eighth floor.
  • A total of 7 commercial tenancies across the ground to second floor. This includes:
    • Four Offices
    • One Private Recreation (Gym)
    • One Lunch Bar
    • One Convenience Store
  • Vehicle access via Claisebrook Road, Cheriton Street and Caversham Street.
  • Parking providing across the ground and first as follows:
    • 165 car parking bays for residents
    • 30 car parking bays for visitors.
    • 43 car parking bays for visitors.
    • 12 unallocated motorcycle/ scooter bays
    • 134 unallocated bicycle parking bays.
  • Pedestrian access to residential lobbies via Cheriton Street and Caversham Street
  • Communal facilities for residents provided on the second floor
  • Landscaping provided around the building at ground level and on-structure on the first and second floors.
