This phase of the consultation is now closed.

The City of Vincent is developing a Planning Framework for the North Perth Town Centre and is asking the community to share their thoughts for this area.

Opportunities to participate include community workshops and online survey - see below for more information.

Background

Private development in North Perth is guided by the City’s Local Planning Scheme No. 2. and Policy No. 7.1.1 Built Form while improvements to the public realm are guided by the North Perth Place Plan.

Vincent is preparing a planning framework for the North Perth Town Centre to guide its future development. The plan will consider everything from the seating options, bike racks and paving, through to land use and the scale and design of new buildings on private land.

The North Perth Town Centre includes:

  • Fitzgerald Street between Menzies Street and Chelmsford Road
  • Angove Street between Fitzgerald Street and Daphne Street
  • View Street between Fitzgerald Street and Olive Street.

It will also look at how the commercial lots of the North Perth Town Centre interact with the adjacent residential neighbourhoods of North Perth.

The study area has pockets zoned Mixed-use, District Centre, Commercial and Residential in the City’s Local Planning Scheme No. 2.

The residential coding of this area permits medium (R40) to high (R-AC3) density development. This means a variety of land uses with varying scales can operate from this area.

Project details

The aim of this project is to guide future development for the North Perth Town Centre. We are asking the community to help shape what that should look like.

A Planning Framework and Place Plan are being prepared, which means that there will be one document to look at for all development within the North Perth Town Centre.

Vincent has conducted a context analysis (see Documents for link) of the Town Centre to understand the existing conditions, opportunities and constraints.

A series of workshops were held in 2022-2023 with the community about the findings of the analysis and the desired vision for the Town Centre.

Further consultation with the community is taking place through April after which a draft planning framework will be developed.

The framework will consider each of the priorities listed in the Strategic Community Plan but is not limited by that.

Opportunities to participate include workshops and information sessions, as well as the surveys below.

There is a community workshop being held on two separate nights to allow for more flexibility with attendance. They will follow the same format so you will only need to attend one. These are:

  • Wednesday 17 April, 6pm - 8.30pm at North Perth Lesser Hall
  • Monday 22 April, 6pm - 8.30pm at North Perth Town Hall

What will happen next?

Feedback will be reviewed, and a planning framework developed.

There will then be further opportunities to let us know if we heard what was said, and if we got the framework right.

Once a draft is developed, a report will be presented to Council for endorsement to formally advertise.

If you provide your contact details when completing the survey, you will be notified when the report will be considered by Council. Anyone is welcome to attend the Council Briefing and Council Meeting to ask questions or comment on the proposal.

Mapping the Heart of North Perth Town Centre

In February 2023, the City held a design workshop to consult with members of the North Perth community about the North Perth Planning Framework. One activity asked each of the six tables of participants to place a heart token on up to three locations within the North Perth Town Centre that they thought should be the most identifiable and/or happening locations in the future (where it all comes together). Aggregated results showing the placement of each of the six groups heart tokens revealed three distinct clusters.

Angove Street was identified by all six groups and seen as the current heart of the Town Centre. There was overwhelming community support for this feeling to remain into the future.

North Perth Plaza was also identified by all six groups with all tables expressing their desire for this key site to be redeveloped and to be a much more inviting heart in the future.

A cluster surrounding Fitzgerald Street Crossing was also seen as a heart and key pedestrian connection between the two sides of Fitzgerald Street. This identified the potential and the importance of the public realm and pedestrian crossing of Fitzgerald Street. One table viewed this area as a “future heart” where they would like to see amenity and safety improvements along with greater activation and vibrancy.
