Development Description: Proposed Commercial Development (Amendment to Approved) - Joint Development Assessment Panel (JDAP) Application

Development Details:

Previous Approval

On 1 November 2022 the Metro Inner-North JDAP approved a four storey Commercial Development on the subject site. The development comprised of:

  • A number of commercial tenancies approved for a range of land uses fronting Cleaver Street and Old Aberdeen Place, with Trade Supplies and Child Care Centre uses on the upper levels;
  • 235 parking bays across the two undercroft levels; and
  • Access points from Newcastle Street, Cleaver Street and Old Aberdeen Place.

Proposed Amendments

The application proposes a number of modifications to the previously approved development. The key modifications include:

  • Reconfiguration of the lower level tenancies, with the total floor area of the tenancies to increase from 1,998sqm to 2,437sqm. The most notable change to these tenancies includes a larger tenancy to accommodate a fresh produce market or gym. The previously approved mix of land uses remains the same, with the proposal seeking to include the Recreation-Private and Office land uses into the development;
  • Provision of a new Level 2 above the Child Care Centre to accommodate an Office. The development would appear as five storeys when viewed from Old Aberdeen Place and Cleaver Street;
  • Reconfiguration of the parking within the undercroft levels to accommodate a total of 300 parking bays, including the relocation of the bike store and end of trip facilities, as well as a new transformer room. This would be an increase of 65 parking bays;
  • Widening of the approved access points to Newcastle Street, including the Entry, Exit and Loading crossovers. As a result of this there would be modification to the landscaped areas that are adjacent to Newcastle Street;
  • Increase of the floor area of the Child Care Centre from 1,101sqm to 1,117sqm; and
  • The inclusion of additional signage to the Old Aberdeen Place, Cleaver Street and Newcastle Street frontages.
