The proposal is for a Mixed Use development which proposes a number of commercial tenancies. The development fronts onto Newcastle Street, Cleaver Street and Old Aberdeen Place, and would be adjacent to existing commercial buildings to the east:

The predominant use would as Trade Supplies to accommodate a hardware store on the ground floor. The other tenancies in the development would include a Child Care Centre, retail and food and beverage, and community/multipurpose uses.
The site slopes from north to south (along Cleaver Street), result in a three-storey development when viewed from Newcastle Street and a five-storey development when viewed from Old Aberdeen Place.
Each level of the development proposes:
Undercroft 1 | - 7 tenancies commercial. The applicant is seeking approval for a range of uses to provide flexibility for future tenants. The uses sought include Shop, Restaurant/Café. Fast Food Outlet, Liquor Store – Small, Tavern (to potentially accommodate a microbrewery), Small Bar and Bulky Good Showroom.
- A 292m2 community multipurpose space. The applicant has proposed the use of this space to be Community Purpose, and Exhibition Centre.
- A lobby and lift to the upper levels.
- 45 parking bays accessed from Old Aberdeen Place. A service entrance is also proposed from Old Aberdeen Place along the eastern boundary.

Undercroft 2 | - The main entrance to the hardware store is provided from Cleaver Street, with travelators to access the Ground Floor.
- 162 parking bays accessed from Cleaver Street.

Ground Level | - A hardware store which provides for a main warehouse, timber trade sales, outdoor nursery and bagged goods area.
- A service exit is proposed onto Newcastle Street.

Level 1 | - A Child Care Centre which would accommodate 130 children and 26 staff.

Level 2 | - A 500m2 community studio place and 632m2 community outdoor space. The applicant has proposed the use of this space to be Community Purpose, and Exhibition Centre for these areas.
