Development Description: Multiple Dwellings - Development Assessment Panel (DAP) Application

Development Details:
The proposal is for a Multiple Dwelling development comprising of the following:
- Construction of a three storey Specialist Disability Accommodation building, comprising of six dwellings.
- Two Offices at ground floor for use by staff/carers.
- Four car parking bays and four long term bicycle parking spaces at ground floor, with access provided via Ragen Alley.
- Pedestrian access to the site is provided via Bruce Street to a central foyer area.
- A total of 102.63m2 of landscaping across the ground floor, including the planting of one medium tree and five small trees.
- A bin store area located to the rear of the site, with collection from Ragen Alley.
Following the conclusion of the consultation period on 25 February 2025, the City requested further information from and provided the applicant with a summary of all of the submissions received. In response to this the applicant provided additional information to the City on 13 March 2025 and 7 April 2025, including the following:
- An Acoustic Report and Environmentally Sustainable Design Report.
- An updated Planning Report has been provided, including additional information on the proposed use and intended operations.
- Inclusion of additional facebrick, wrapping around the two storey boundary walls on either side of the building.
- Inclusion of south facing windows to bed 1 for apartments 3 and 4 (first floor).
- Staggering of eastern and western boundary setbacks to provide articulation to lot boundary facing walls.
- Widening of pedestrian pathway from 1.5m to 1.8m to allow wheelchairs to pass.
- Modification to landscaping across the site resulting in an additional 19.1sqm of DSA overall, including an additional 13.4m2 of landscaping within the primary street setback area.
- Modification to species selection and planting numbers, including a reduction in the number of small trees proposed from 33 to 26 (canopy cover still achieves 30% of the site).
- Increase in the overall number of proposed plantings from 114 to 120, incorporating additional smaller trees and shrubs within communal areas.
- Inclusion of a seating area and herb/vegetable garden within the rear communal landscaping area.
- Inclusion of a direct pedestrian access from the street to apartment 2.
- Removal of columns to balconies and replacement with posts to ‘lighten’ the visual bulk of the balconies.
- Waste collection point proposed to be from Hayley Avenue.
- Inclusion of awnings to ground floor sliding doors.
- Inclusion of an ACROD parking bay and reallocation of all bays to accommodate visitors (including one carer).
