Development Description: Change of Use to Unlisted Use (Community Purpose) and Alterations and Additions - Joint Development Assessment Panel (JDAP) Application

Development Details:

The City has received a proposed development application from Planning Solutions which proposes a Change of Use to Unlisted Use (Community Purpose) and Alterations and Additions.

Summary of Original Application

The purpose of the application is to refurbish the existing building to accommodate the activities of Cyrenean House as an Immediate Drug Assistance Co-ordination Centre (IDACC).

The proposed activities of the IDACC include:

  • Ground Floor – A hub to assess and provide intervention and management for individuals experiencing an alcohol or drug related crisis, and as an administrative base for outreach services; and
  • First Floor – 10 rooms for short-term crisis accommodation for up to 72 hours, and the provision of allied drug and alcohol programs and treatment services.

A Management Plan has been prepared by the applicant and outlines the following details as to how the premises is proposed to operate:

  • The premises would be open 24 hours a day, 7 days a week and 365 days a year;
  • Individuals would be transported to and from the premises, while it would also operate as a walk in facility;
  • Staff would undertake a risk assessment of individuals attending the premises before continuing. If an individual is not suitable they would be provided with information on where they could be assisted;
  • The short-term crisis accommodation would be utilised by individuals suffering from an alcohol or drug crisis, as well as being available to significant others of those individuals. Individuals utilising this accommodation would have access to visitors during scheduled times arranged by appointment during business hours;
  • Individuals utilising the short-term crisis accommodation would have access and transport to pre-booked off-site doctor’s appointments during the week and an on-call doctor on the weekend;
  • During business hours on-site staff would include:
    1. 20 staff to assist with counselling and support services;
    2. 12 staff to provide the allied drug and alcohol support programs;
    3. Outreach staff would also utilise the office space when not attending off-site locations; and
    4. A clinic doctor would also be on site one day per week.

After business hours there would be approximately 10-12 staff on site;

  • It is anticipated that there would be a maximum of 30 individuals accessing the premises at any one time. This would include 10 within the short-term crisis accommodation on the first floor and 20 accessing assessment, counselling and support on the ground floor; and
  • Two security officers would be on the premises at all times and undertake regular patrols around the building. Where necessary Police would be called to assist with situations.

To accommodate the proposed IDACC, the existing building is proposed to be refurbished. The extent of these works includes:

  • Internal fit out works;
  • Replacement of existing entry doors along Stuart Street with windows. A new main entrance and emergency exit would be created,
  • Replacement of all existing windows along Stuart Street, with a new façade treatment to include a mix of cladding and batten screening as well as a new pedestrian awning over the main entrance;
  • Demolition of existing toilets to accommodate additional parking. A total of 19 spaces would be provided within the existing parking area accessed from Pendal Lane, including 18 spaces in car stackers, and one service bay. An additional accessible bay is proposed to be constructed within Stuart Street in front of the premises; and
  • The installation of screening along the existing western balcony.

Deferral of Application

The JDAP considered the application at its meeting on 3 August 2023 where it resolved to defer the application for a period of up to 120 days.

The purpose of the deferral is to allow the applicant to provide further information on the following:

  • Scale and intensity of use;
  • Off-site impacts and their timing, particularly in the evening and overnight;
  • Acoustic design particularly regarding the car stackers;
  • The façade of Stuart Street; and
  • Parking strategies for the various staff, clients and servicing.

This information provided post-deferral is available to be viewed under the 'Document Library' heading.

The City is re-advertising the additional information received on proposal to those who made a previous submission. The re-advertising period will conclude on 28 September 2023.

There is no requirement for previous submitters to make a further submission. If you would like to make a further submission during this re-advertising period, this should be in respect to the additional information provided and whether this adequately addresses previous comments or concerns raised.

Following the conclusion of this advertising period the City will provide its RAR to the JDAP that will include a recommendation on the updated application. The City will notify all of submitters of the details relating to the JDAP meeting once this has been scheduled, including how to make a presentation at the meeting.
