Summary of Development
At its meeting on 30 November 2023 the Metro-West Joint Development Assessment Panel (JDAP) approved a mixed-use development at Nos. 367-373 Fitzgerald Street & 103 Alma Road, North Perth. The subject site is bounded by Alma Road to the north, Fitzgerald Street to the east, Raglan Road to the south and a right-of-way (ROW) to the west.
Current Status
Development Status and Works On-Site
The development is currently in a sales period. During this time the developer is selling apartments. You may have noticed that some works have commenced on site. These include the erection of a temporary viewing platform and works associated with the fit out of a sales office.
Real-estate signage has been erected to the street elevations of the site. This signage does not require development approval from Vincent in accordance with our Local Planning Policy: Signs and Advertising.
Amendment Application
The City has received a Form 2 DAP application which seeks to amend the design of the approved development.
The application is currently being assessed by the City and community consultation was undertaken from 21 October 2024 - 3 November 2024.

Next Steps
Approvals Issued:
Vincent has issued the following approvals:
- April 2024: A building permit for the viewing platform that has been erected on site.
- August 2024: A development approval for a change of use from Shop to Office at 103 Alma Road. The Office would function as a Sales Office and has been approved for a period of 4 years.
- September 2024: A development approval for the viewing platform was granted and the viewing platform is approved to be in place until June 2025.
Future Approvals/ Applications:
- Q4 2024 - Q1 2025: Demolition Permit to be lodged for the removal of existing buildings on the site. Before the demolition permit application is lodged you may notice trades on site to undertake pre-demolition tasks, including but not limited to:
- capping and disconnection of services;
- rat baiting;
- inspections or surveys needed; and
- Asbestos removal (notification to the Vincent Environmental Health Team required).
- Q4 2024: Construction Management Plan (CMP) to be submitted to and approved by the City. The CMP will include details of the following:
- Public safety, amenity and site security.
- Management of Noise and vibration, stormwater, sand and dust and sediment.
- Dilapidation reports of nearby properties, including but not limited to heritage listed properties at Nos. 105, 107 and 109 Alma Road, North Perth.
- Traffic and access management (including temporary closure of portions of streets or the right of way).
- Consultation plan with nearby properties.
- Q1 2025: Building Permit to be lodged for the construction of the development. Construction would commence shortly after.
- 2026: Occupancy Permit to be obtained prior to the use of the building. At this time Vincent will inspect the building to confirm conditions of the approval have been met.

What is the City's role moving forward?
Vincent's role in this development is to ensure that it is consistent with the approved plans and conditions, and that the required approvals have been obtained. These include but are not limited to:
- Development is consistent with the approved plans and satisfies conditions of approval.
- Approvals under the Environmental Protection (Noise) Regulations 1997 and the Building Act 2011.
- Ensuring appropriate approvals are in-place for temporary obstructions of roads and rights of way.
Some disruption to the surrounding area is expected with any large-scale development in an established area. A condition of approval of the development is the preparation of a Construction Management Plan (CMP). The intent of the CMP is to minimise the impact of the construction on nearby landowners and residents. This page will be updated once the CMP has been approved.
Vincent is able to investigate matters relating to compliance with the Health Local Law 2004, the Health (Asbestos Regulations) 1992 and the Noise Regulations. The developer, Celsius, has a dedicated e-mail at northperth@celsius.com.au. You can request to register for updates from Celsius directly by providing your name, address and email address. Celsius will provide more immediate updates regarding works and progress on site.
