Development Description: Mixed Use Development - Development Assessment Panel (DAP) Application

Development Application Number: 5.2024.419.1

Development Details:

The proposal is for a mixed use development comprising of the following:

  • Construction of a seven storey building with one basement level.
  • Basement level comprising of:
    • 12 residential car bays, four car share bays and two visitor car bays;
    • Three motorcycle/scooter bays;
    • 44 bicycle parking bays; and
    • Residential store rooms and services and utility rooms.
  • Ground floor level comprising of:
    • One Commercial (retail) tenancy;
    • A residential lobby to Stirling Street with mail room and admin office;
    • A car parking area with five commercial car bays and 24 bicycle bays; and
    • Bin store area and end of trip facilities.
  • A total of 88 Co-Living apartments, communal areas and amenities across floors 1 to 6.
  • Vehicle access to car parking areas provided from Edward Street.
  • On-structure landscaping across floors 1 to 6.

Following the conclusion of the consultation period on 7 February 2025, the City requested further information from and provided the applicant with a summary of all of the submissions received. In response to this the applicant provided additional information to the City on 17 February 2025 and 4 April 2025, including the following:

  • Addition supporting information including:
    • Sustainable Transport Plan;
    • Operational Management Plan;
    • Parking Management Plan;
    • Detailed Shadow Study; and
    • Indicative commercial tenancy fitout plan.
  • Amended plans, including the following key changes:
    • Removal of 45 storerooms to accommodate an additional two car bays, five motorcycle bays and four e-scooter parking/charging bays in the basement car park and 4 new Guest Suites across the second to fifth floor.
    • Reallocation of basement parking, providing a total of 10 residential bays, six car share bays and four visitor parking bays.
    • Modification to building wall at vehicle entry to Edward Street, providing a 1.5m visual truncation for sightlines.
    • Provision of 12 additional visitor bicycle parking spaces within the Stirling Street road reserve.
