Summary of Proposal:

Details of proposal include the following:

  • A seven storey building proposed with a basement floor below.
  • A commercial (restaurant/café) tenancy on the ground floor at the corner of Lake Street and the Stuart Street Reserve.
  • A total of 21 apartments across all floors, including a mix of two and three-bedroom apartments.
  • Vehicle access provided from two separate access points, via Lake Street and Church Street.
  • Pedestrian access to the residential lobby and commercial tenancy from Lake Street, with access also available to the commercial tenancy and the ground floor apartments from Stuart Street Reserve.
  • Communal open space and facilities for residents provided on the ground and sixth floors.
  • Landscaping at ground level and on-structure across the upper floors.
  • Parking provided across the ground and first floors as follows:
    • Car Parking - 24 bays for residents, 2 bays for visitors and 1 shared bay for the commercial tenancy and visitors.
    • Bicycle Parking - 13 on-site bays for residents and visitors, and 4 off-site bays for visitors and the commercial tenancy in the Lake Street verge.


Previous Community Consultation and What’s Changed:

Community consultation for the application was previously undertaken earlier this year from 8 February 2023 to 8 March 2023.

Since then the assessment of the application has progressed and amendments to the proposal have been made by the applicant.

Comparison perspectives between the initial and amended development proposal, as viewed from the corner of Lake Street and Church Street, is provided on the right.

A summary of the key changes since the initial consultation period is provided below:

  • Building Height – The overall building has been reduced in height by 1.0 metre and by 0.6 metres for the lift overrun.
  • Setbacks – Increased setbacks of the upper three storeys from the streets, Stuart Street Reserve and the western boundary.
  • Building Design – Changes to the colours and materials, particularly with lighter finishes for the upper floors.
  • Commercial Tenancy – Removal of the commercial (wellness) tenancy at the corner of Church Street and Lake Street. The other (café) tenancy is still proposed.
  • Parking – Increased car parking bays for residents up to 24 bays, and visitors up to 2 dedicated bays, as well as additional bicycle parking.
  • Landscaping – Increased deep soil areas provided at the ground level, and changes to on-structure landscaping on the upper storeys.
  • Other – Changes to the internal design of the ground floor, including the residential lobby, internal access pathways and provision of an electric scooter parking area.

Additionally the applicant has submitted updated landscaping plans, an updated transport impact statement, an updated waste management plan, and a parking survey of the surrounding streets.


Previous Approval

The Joint Development Assessment Panel previously granted approval on the subject site for the construction of a five storey mixed use development comprising of 25 multiple dwellings, an office and a restaurant/café. This development is no longer proceeding.
