The City of Vincent is preparing a refreshed Local Planning Strategy (Strategy) to guide how our City grows and changes over the next 10 to 15 years.
The Strategy builds on what we have already heard from the community and aims to reflect your aspirations for the future of Vincent.
Background
All local governments in Western Australia are required to have a Local Planning Strategy and to review it every five years.
Reviewing the Strategy ensures it stays up to date and responds to changes in housing, the environment, the economy and the way our community lives and moves.
The draft Local Planning Strategy has been prepared by the City of Vincent and endorsed by the Western Australian Planning Commission for advertising.
Project details
The Strategic Community Plan sets the community’s vision for Vincent, and the Strategy helps guide how planning decisions support that vision into the future.
This includes setting the long-term broad planning direction for land use and development to help ensure Vincent remains a vibrant, connected and sustainable place to live, work and visit.
It does not change zoning or rules directly but guides future updates to the Local Planning Scheme and other planning controls that apply to individual properties.
This updated Strategy brings together what we have already heard from you through previous engagements, such as the Strategic Community Plan, town centre planning and other community studies.
What are the non-negotiables?
Some elements of the Strategy are shaped by State Government requirements and are not controlled by the City.
For example, the Strategy must align with the State Planning Framework, which sets out planning policies for Western Australia and includes housing targets that each local government must help deliver.
The City of Vincent is required to plan for approximately 11,490 additional dwellings by 2050.
What this means for Vincent
Planning for growth means we will see gradual change over time. Growth will be focused in key areas such as:
- town centres
- major roads
- areas close to train stations and public transport
This approach allows more people to live close to jobs, services and transport, while helping protect the character of established neighbourhoods. It also supports a more connected, sustainable and liveable City.

Consultation closes 5pm Monday, 3 August 2026.

What happens next
Feedback from this consultation will be reviewed and a report presented to Council.
If you provide your contact details when completing the survey, you will be notified when the report will be considered by Council.
