The draft Leederville Town Centre Place Plan 2025/26-2029/30 has been finalised and will be presented to Council for approval to advertise.
Members of the public are welcome to attend the Council Briefing on 5 August and the Ordinary Council Meeting on 12 August to ask questions or comment on the proposal.
Public questions and statements can be asked in person during public question time, limited to a maximum of 3 minutes. Please state your full name, suburb and the agenda item you are speaking to. Alternatively, you can submit these in writing to governance@vincent.wa.gov.au before 3pm on the day of the Briefing/Meeting.
Answers to questions asked at Council Briefing (that must relate to items on the agenda) will be raised and is aimed to be responded to during the meeting. Answers to questions asked at the Ordinary Council Meeting will be included in the agenda for the following month.
Deputations must be requested by emailing governance@vincent.wa.gov.au at least 24 hours before the meeting. Requests should include the length of time being sought and some justification for additional time (please note that deputations are not usually heard at Briefings). The Presiding Member will approve the deputation, and advise of the amount of time allocated.
Update June
In late 2024, the City of Vincent undertook a Context and Gap Analysis to inform the development of the new Leederville Town Centre Place Plan.
This analysis built upon the findings of the comprehensive analysis undertaken as part of the draft Leederville Precinct Structure Plan in 2019 and confirmed that many of the previously identified challenges persist. It also identified additional themes that will need to be addressed in the new Place Plan.
To ensure the plan reflects the needs and aspirations of the community, in early 2025 we asked for nominations from people who were interested in being part of a Community Focus Group (CFG). This group included a diverse mix of stakeholders—local town team members, developers, business and commercial property owners, and engaged residents.
Between March and May 2025, the CFG participated in three collaborative workshops. The outcomes of these sessions are documented in a Community Engagement Report, available in the Documents section to the right of this page.
Background
The existing Leederville Town Centre Place Plan 2020-2025 is in its final year of operation and will be replaced by the 2025-2030 version.
The area covered by this plan includes the town centre along the western end of Newcastle Street and along Oxford Street up to Richmond Street.

The plan aligns with the Leederville Precinct Structure Plan, the Community Benefit Framework and all other projects Vincent is leading on or facilitating in the Leederville town centre.
All of the above have had some level of community consultation and the proposed Place Plan aims to build on this.
Project details
The City of Vincent is developing a new place plan for the Leederville town centre which includes developing a vision for how the public realm can be improved and activated over the next few years.
Planning for the public realm includes anything that affects the broader look and feel of public spaces and streets, as well as its activation.

What will happen next?
Vincent is currently preparing the Leederville Town Centre Place Plan 2025/26–2029/30. The draft plan will be available for public consultation in August and September 2025, when we will be inviting feedback from the community. Information on this page is available in alternative formats on request.
