Stage 2

The City of Vincent has been reviewing its local heritage places (Stage 1) and is now consulting with affected owners and occupiers for Stage 2.

Background

Following community consultation in July 2025, at its meeting on 9 December, Council adopted the amended Heritage List, Local Heritage Survey, Thematic History and updated Place Record Forms.

Council also approved the commencement of Stage 2 of the Heritage Review, which includes consulting with the affected owners and occupiers (see Documents below for a full list of affected landowners).

Project details

All the above adopted documents are now available to view on the Heritage Places section of our website.

Consultation for Stage 2 of the Heritage Review is now taking place which includes:

  • New entries on the Local Heritage Survey proposed for inclusion.
  • Existing category 4 places proposed to be removed from the Heritage List.
  • Existing category 3 places opportunity to be removed from the Heritage List if sufficient supporting information is provided.

Stage 1

Update - December 2025

At its meeting on 9 December, Council adopted the amended Heritage List; and the Local Heritage Survey, Thematic History and updated Place Record Forms.

Council also approved the commencement of Stage 2 of the Heritage Review, which includes consulting with the affected owners and occupiers.

Update - July 2025

In May, Council endorsed the draft Local Heritage Survey, amended Heritage List and new heritage place nominations for the purposes of advertising.

Consultation took place from 13 June to 7 July 2025, and the City received 14 submissions, with 11 from the community and three from State government authorities.

Background

We have reviewed our local heritage places and drafted a Local Heritage Survey and Amended Heritage List.

The Heritage Act 2018 requires local government authorities in Western Australia to survey all heritage places and to periodically update that survey.

The Municipal Heritage Inventory (MHI) provides statutory protection for heritage places. It is a document that records places in Vincent that have cultural heritage value and explains why these places are special.

In 2024, we undertook a review of Local Heritage Places and asked the community to nominate properties and places they felt worthy of inclusion, to help us better understand and celebrate the places which contribute to the history of Vincent.

These could include archeological remains, buildings, structures and land, as well as gardens, man-made parks and trees with cultural heritage significance.

At the 13 May 2025 meeting, Council endorsed the draft Local Heritage Survey and amended Heritage List for the purposes of community consultation.

Local Heritage Survey

The Local Heritage Survey (LHS) is a record of places which, in the opinion of the City are, or may become, of cultural heritage significance to the local community.

Unlike the heritage list (see below), if a place appears on the LHS, there is no change to the normal development processes and requirements as the LHS does not have statutory implications for planning and development.

The draft LHS can be viewed in the Documents section to right of this page. Please note, due to the size of this document, it is available to view in three sections:

  • Draft Local Heritage Survey 2024 - includes the Thematic History, and everything except the Place Records.
  • Heritage Place Record Forms (1 of 2) - individual listings.
  • Heritage Place Record Forms (2 of 2) - individual listings.

Heritage List

City of Vincent’s Heritage List exists in accordance with the Planning and Development (Local Planning Schemes) Regulations 2015 and provides statutory protection for heritage protected places.

The amended Heritage List has consolidated into one document, and recategorised, places, currently included in the City’s Municipal Heritage Inventory and the Central Perth Heritage Inventory.

This consolidation and recategorisation is administrative only. All places included on the Heritage List would continue to retain statutory protection, irrespective of the management category.
