Haynes Street Reserve Development Plan

Background

The Haynes Street Development Plan was created for the purpose of guiding development for three lots of land at 15 Haynes Street, 25 and 31 Sydney Street in North Perth.

In 2019, the City started preparing the Development Plan to convert the three lots of land to public open space, which would achieve compliance with the Deed of Trust on 15 Haynes St, and increase the provision of public open space in North Perth.

On 20 October 2020 at its Ordinary Meeting, Council endorsed the Haynes Street Reserve Development Plan, which incorporated:

  1. Development Plan (Final outcome) – the ultimate outcome for the entire site;
  2. Transition Plan – how the site will be converted and the relevant time frames; and
  3. Landscape Plan – the design of the public open space including amenities and features.


What is being implemented?

The Landscape Plan showcases the layout includes grassed areas, paths, bins, seating, lighting, natural shade, place space amenities and irrigation.

Community consultation results were also reflected in the design through incorporating nature play elements in the design to cater for children of all ages. The design also focuses on nature and greenery, with native plantings, retention of mature trees and encouraging wildlife.


Development Plan - Stage One (2022/23)

Stage One of the Development Plan currently known as 31 Sydney St is soon to commence its conversion to public open space. The following works are set to occur in the second half of 2022:

  • Demolition of the current buildings (formerly the North Perth Playgroup & Shalom Coleman Dental Clinic North Perth); and
  • Conversion of 31 Sydney St to Public Open Space as identified in the Transition Plan and Landscape Plan.

Development Plan - Stage Two (2025/26)

Stage Two of the Development Plan incorporates the conversion of 15 Haynes St, which is currently leased to Kidz Galore (childcare centre) until December 2025. Following this, Stage Two of the Development Plan will commence to convert this land to Public Open Space in early 2026.
