Background
The Haynes Street Development Plan was created for the purpose of guiding development for three lots of land at 15 Haynes Street, 25 and 31 Sydney Street in North Perth. In 2019, the City started preparing the Development Plan to convert the three lots of land to public open space, which would achieve compliance with the Deed of Trust on 15 Haynes St, and increase the provision of public open space in North Perth.
On 20 October 2020 at its Ordinary Meeting, Council endorsed the Haynes Street Reserve Development Plan, which incorporated:
Transition Plan – how the site will be converted and the relevant time frames; and
Landscape Plan – the design of the public open space including amenities and features.
What is being implemented?
The Landscape Plan includes grassed areas, garden beds, paths, bins, seating, lighting, shade and play elements. Community consultation results are reflected in the design through the incorporation of nature play elements, catering for children of all ages. The design also focuses on nature and greenery with the inclusion of native plants and the retention of mature trees to support the native wildlife.
Development Plan - Stage 1 (2022/23)
Stage 1 of the Development Plan has been completed, seeing the conversion of 31 Sydney St to public open space. These works include:
Demolition of the existing buildings at 31 Sydney St (formerly the North Perth Playgroup & Shalom Coleman Dental Clinic North Perth)
Implementation / construction of the Stage 1 Landscape Plan
The conversion and sale of 25 Sydney St as a residential lot
Development Plan - Stage 2 (2027/28)
Stage 2 of the Development Plan involves the conversion of 15 Haynes St, which is currently leased to Kidz Galore (childcare centre) until December 2027. Following the end of this lease, Stage 2 of the Development Plan will commence to convert this land to public open space (expected in 2028).
