The City of Vincent will revisit this intersection once Main Roads WA has completed the nearby roundabout works at the corner of Green Street, Brady Street and Scarborough Beach Road.

In 2022 the intersection of Green Street, Merredin Street and Tyler Street was identified as a Black Spot project and targeted for updates.

The Main Roads WA State Black Spot Program aims to reduce crashes and save lives on Australian roads by funding relatively low-cost safety works where there have been serious crashes or where serious crashes are likely to occur.

Over the last five years, 16 accidents were reported at this intersection, with five needing medical attention and one requiring hospitalisation.

As the project also had an impact within the City of Stirling boundary, this project was jointly consulted with City of Stirling and City of Vincent residents (City of Vincent led this with City of Stirling input). This consultation showed insufficient community support for the previous proposed design, and Black Spot funding was returned to Main Roads WA. The City of Vincent has now revised the design.

Project Details

The design aims to address the number of incidents at this intersection through the following measures:

  • Closing off access to Green Street from Merredin Street, and from Merredin Street to Green Street.
  • Closing of Merredin Street to vehicles will allow Vincent to create a pocket park for children, walkers and cyclists to either gain access to or from Green Street through the park to Merredin Street.

Benefits:

  • Addresses and reduces intersection incidents associated with access to or from Green Street, and to or from Merredin Street.
  • Provides an enhanced amenity for residents in the form of a Pocket Park on Merredin Street.

The median island treatment previously proposed and was approved for State Black Spot funding would have treated all 16 crashes at the intersection.

Alternate treatments have since been found not to treat all the crashes, so the City of Vincent Engineering team will analyse the traffic impact of the proposed treatment on effected roads.

High-level traffic impact analysis on the proposed concept design is underway with traffic flow diagrams in their early stage suggesting that impacted streets will be:

  • Matlock Street.
  • Bondi Street.

It is not known yet if these streets will be impacted negatively outside of their designed level of service however, it is likely that there will be:

  • Increased traffic volumes.
  • Increased speeds.
  • Increased percentage of Heavy Vehicles.
  • Increased risk of crashes at the Intersection of Matlock Street and Green Street.

These increases are not expected to be significant compared to the benefit on reducing crashes at the Intersection of Green Street and Merredin Street and will likely stay within or close to the level of service limits.

Consideration to other projects such as the Main Roads WA roundabout at the corner of Green, Brady and Scarborough Beach Road have been taken into consideration. It is expected that post-construction of the roundabout will reduce the impacts on Matlock Street and Bondi Street if there was a treatment restricting access into Merredin Street from Green Street.
