Forrest Street Traffic Calming & Parking Changes

The City of Vincent would like to know your thoughts about proposed Forrest Street Traffic Calming and Parking Changes.

Background

As part of our decision making process, and in accordance with Council’s decision, we would like to know what you think about proposed changes to traffic calming and parking on Forrest Street North Perth. Below is a summary of why we are doing this, what’s proposed and how you can provide your comments.

Why are we consulting?

The City received a petition from the residents of Forrest Street, between Norfolk and Fitzgerald Streets, voicing their concerns about traffic speeds and volumes and motorists not adhering to the parking restrictions.

What's proposed?

Traffic Calming

While traffic data indicated that the traffic speed and volume are within the safe operating thresholds for an Access Road (local street) the City acknowledges the residents’ concerns and is proposing to install three (3) speed humps between the entrance of the Wasley Street car park and Norfolk Street, as evenly spaced as possible (while trying to avoid crossovers).

Staggered Parking

This suggestion was raised by the City’s Sustainability and Transport Advisory Group (STAG) as a further means of slowing traffic. The proposal is to alternate the on-road parking so that the vehicles do not have a ‘clear’ passage of travel along the northern (east bound) side of the road and are required to slow down to give-way to approaching traffic.

Parking Restrictions

The current restrictions (from the Wasley Street carpark to Norfolk Street) are 3P 8.00am to 6.00pm Monday to Friday. Residents are of the view the longer restriction encourages motorists to park in the street instead of using the car park and ‘overstaying’.

The two proposed alternatives are:

• 1P 8.00am to 6.00pm Monday to Friday, and
• 1P 8.00am to 6.00pm Monday to Sunday (7 days per week).

How to tell us what you think?

At its Ordinary Meeting of 14 September 2021, and in response to a petition from the residents, Council decided to consult with residents to address their questions and concerns about traffic flow and parking on Forrest Street.

Comments are invited until 5pm Friday, 5 November 2021.

What happens after the comment period?

After the consultation period closes City officers will summarise all of the submissions and if, in accordance with the Council decision, the majority are in favour of any/or all proposed changes that that they be implemented as soon as practical. In the event there is no clear majority any/or all proposed changes it will require a further report to Council.
