Eucla Street and Federation Street Intersection Changes
Background
Residents living on Birrell, Eucla and Federation streets in Mt Hawthorn had raised concerns about potential adverse impacts of Main Roads WA’s upgrade of the intersection of Scarborough Beach Road, Green, Main and Brady streets.
While traffic data indicated traffic speed and volume are within safe operating thresholds for a local street, the City of Vincent recognises residents’ concerns around traffic volumes and speed in this area.
In March 2022, Vincent sought community feedback on proposed traffic calming measures in Eucla Street and Federation Street at their intersections with Scarborough Beach Road.
We've made further changes and are now seeking comment on the updated design options.
Project details:
Installation of traffic calming/entry statements in Eucla and Federation streets at their Scarborough Beach Road intersections. This will be funded by a $25,000 grant from State Government.
The revised design options include safety features such as slow points along both roads, as well as additional street trees to improve visual appeal.
Benefits
The City of Vincent believes both options can offer:
- improved safety for pedestrians and cyclists through reduction of traffic speed
- safer crossing at the intersection due to left turn only for vehicles exiting these side streets
- mitigation of potential right turn vehicle collisions
- greater visual appeal due to addition of street trees
Option 1
Install slow points with planted trees along both Eucla and Federation streets to reduce vehicle speed. The proposal also includes speed bumps at both intersections and a left turn out only option.
The aim is to create a safer environment for pedestrians crossing the roads at these intersections, and to prevent any future right turn incidents.
Option 2
Primarily the same as Option 1, but without the Slow Points on Eucla and Federation streets. It still includes the installation of speed bumps and the left turn only feature.
The aim is to improve the safety features of these streets and to encourage vehicles to slow down on the approach to the intersections.

This consultation is now closed.
Following community consultation, feedback will be summarised and a recommendation presented to Council. Should Council endorse the proposal, a detailed design will be developed.
Everyone who provides feedback will be notified when the project is due to be considered by Council. Members of the public are welcome to attend the Council Briefing and Council Meeting to ask questions or comment on the project.
