What's being decided?

We want to hear your feedback on the proposed amendments to Policy No. 7.5.3 Education and Care Services.

Your feedback will shape the provisions in the policy, and the built form and land use outcomes of education and care services within the City of Vincent.

Background

Council adopted Policy No. 7.5.3 – Education and Care Services (the Policy) on 27 March 2001 and last reviewed the Policy on 12 March 2013. The review of the Policy is to ensure it remains consistent with the City’s expectations for education and child care services and has minimal impact on adjoining properties.

The review process has included a desktop review, and consultation with key stakeholders including education and care services within the City of Vincent, applicants who submitted a development application in 2020 and 2021, and a random selection of community members who had made a submission on a recent development application for an education or care service premises. The feedback received has informed the proposed changes to the Policy as summarised below.

Proposed changes

The changes to the Policy are summarised as follows:

  • Policy retitled so it is clear what the policy is for.
  • Updated objectives to be more prescriptive and provide better guidance on the desired outcomes.
  • Updated definitions to more clearly articulate the difference between a 'Centre Based Child Care Service' and a 'Family Day Care Service'.
  • Removal of any provisions that relate to other legislation, particularly the Education and Care Services National Regulations. There is no need for these provisions to be included within the Policy as service providers are required to comply with other regulations where applicable.
  • New and amended provisions relating to building design, hours of operation, suitable locations, external playing spaces, car parking and access, and submission requirements.

Following the consultation period, we will review and consider all submissions received and present all information to Council. All submitters will be notified of the Council meeting date prior to the Policy being considered.
