East Parade Redevelopment Project

The purpose of this project page is to provide and maintain a central source of information for the Community on matters relating to the redevelopment of land on East Parade and Guildford Road.

Background
In February 2022, the State Government established the Housing Diversity Pipeline, targeting underutilized State-owned land for the delivery of greater housing diversity and increasing the availability of community housing.
As part of this initiative, a 1.4ha site (the site) comprising of 34 lots on East Parade and Guildford Road in Mount Lawley were identified for redevelopment, including the delivery of community housing.
East Parade Redevelopment Project Area
In January 2025, the State Government announced Bethanie Housing Limited (Bethanie) as the preferred proponent to redevelop the site. As the preferred proponent, Bethanie will partner with the Department of Communities (DoC) throughout the project to ensure a high-quality development. This would include the construction and operation of a new 90-dwelling community housing development at the site.
DoC have entered into an Early Works Agreement with Bethanie to facilitate further development of the project's design.
Site Remediation and Tree Retention
The site was classified as a contaminated site by the Department of Water and Environmental Regulation (DWER) due to the presence of asbestos containing materials, understood to be the result of historically imported fill and demolition.
Site remediation works were undertaken between November 2024 - February 2025 to remove the asbestos containing material from the site, allowing the site to be reclassified for residential land use in preparation for future redevelopment.
As part of the remediation works a total of 10 trees were removed from the site by the Department of Planning, Lands and Heritage (DPLH).
These works have now been completed and the contaminated site classification removed.

Heritage Home
In July 2023, the Department of Planning, Lands and Heritage (DPLH) submitted a request to remove a property at 40 Guildford Road Mount Lawley, from the City’s Municipal Heritage Inventory, which is located within the redevelopment project area.
At its meeting on 23 April 2024, Council considered this request and resolved not to support the removal. As part of this decision, Council also resolved to issue a Heritage Conservation Order requiring conservation works to restore the building to a liveable condition. A Heritage Conservation Order has been issued to DPLH, who have appealed the matter with the State Administrative Tribunal (SAT).
As part of the SAT process, additional information will be provided for Council’s consideration. An item is expected to be presented at the June 2025 Council meeting to reconsider the Heritage Conservation Order.
Current Status
The project is currently undergoing pre-lodgement design review, through the State Design Review Panel (SDRP). An item was presented to the SDRP on 2 April 2025. The SDRP meeting is confidential, and City is unable to provide further information regarding the discussion points during meeting.
A development application has not been lodged at this stage.
Next Steps
Following design review, Bethanie will have the opportunity to refine the project's design in response to feedback from the SDRP before lodging a Development Application.
A Development Application is expected to be lodged in the coming months.
What is the City's Role Moving Forward?
The City will not be the decision maker for a development application for this project.
The City's role will be limited to undertaking a full assessment of the proposal, managing community consultation, working with our own Design Review Panel (DRP) and providing referral comments and a recommendation on the project to the State Government, who will be the decision maker for this project.
