At its meeting on 22 August 2023, Council supported a recommendation to:

  • designate Brookman and Moir Streets as a Heritage Area
  • proceed with an Amendment to Appendix 6
  • revoke Appendix 8.

Background

The City of Vincent is seeking community feedback on a proposal to designate Brookman and Moir Streets as a Heritage Area.

The area encompassing Brookman and Moir streets is considered a place of significance. It is made up of two streets in Perth comprising 58 semi-detached residences and one detached residence in two examples of the Federation Queen Anne style, constructed of limestone and brick with corrugated iron roofs in 1897-98.

To align the policy with the Planning and Development Act (Local Planning Scheme) Regulations 2015, Vincent is recommending that the existing design guidelines be revoked, and the precinct be initiated as a Heritage Area, with a Local Planning Policy to outline design criteria for new developments on private land.

This is based on provisions in the current design guidelines which aim to retain and conserve existing dwellings. Preliminary consultation undertaken with the community noted interest in protecting the precinct and for existing guidelines to be updated to reduce ambiguity.

Brookman and Moir Streets are included on the State Register of Heritage Places. Vincent believes it is appropriate that development should occur in accordance with provisions contained within a Heritage Area Local Planning Policy.

Project Details

Key changes include:

  • Align the policy with the Department of Planning, Lands and Heritage’s Guidelines for Heritage Areas.
  • Updated development requirements to provide better guidance on the desired outcomes. These include (but are not limited to):
    • Development criteria changed from Essential, Discretionary, Encouraged and Advice, to Deemed to Comply and Local Housing Objectives (see schedules of modifications document)
    • Heritage Impact Statement by a qualified Heritage professional.
    • Contextual street elevations and schedule of materials, colours and finishes.

How will development be assessed?

The key documents for assessing development applications are as follows:

  1. Currently it is the Brookman and Moir Design Guidelines (this is to be replaced by the Draft Policy)
  2. The City’s Built Form Policy
  3. The R Codes
  4. LPP 7.6.1 Development Guidelines for Heritage and Adjacent Properties

What will happen next?

On Thursday 18 May at 5pm, City staff will be available on the corner of Moir Street and Forbes Road to discuss the policy.

Following community consultation, feedback will be summarised, and a recommendation presented to Council.

Everyone who provided feedback will be notified when the project is due to be considered by Council. Members of the public are welcome to attend the Council Briefing and Council Meeting to ask questions or comment on the project.
