Beaufort Street Town Centre Planning Framework
Update
The first stage of this consultation (survey and visioning workshop) is now complete.
The project is now entering the second stage, and this brings further opportunities in which community members can participate, including: a design workshop, pedestrian and lighting audit and character and streetscape 'walkshop'.
To register for any or all of these, please use the registration form below.
Background
The City of Vincent is developing a Planning Framework for the Beaufort Street Town Centre and is asking the community to share their vision for the area.
Private development in the Beaufort Street Town Centre is guided by Vincent’s Policy No. 7.1.1 Built Form and improvements to the public realm are guided by the Beaufort Street Place Plan.
Vincent is preparing a plan for the Beaufort Street Town Centre to guide its future development. The plan will consider specific elements such as seating options in the public realm, through to the scale and design of buildings.
The Beaufort Street Town Centre is located between Walcott Street and St Albans Street and includes Beaufort Street itself.
It is home to a diverse mix of businesses, supported by a strong sense of place and unique, thriving hospitality scene.
Its established character and brand, synonymous as a premier hospitality centre, contribute to its distinct sense of identity.
Project details
The aim of this project is to guide future development for the Beaufort Street Town Centre. We are asking community to help shape what that should look like.
A Planning Framework and Place Plan is being prepared, which means that there will be one document to look at for all development within the Beaufort Street Precinct.
The framework will consider each of the priorities listed in the Strategic Community Plan but is not limited by that.
A context analysis study has already taken place to help us understand the existing conditions, opportunities and constraints.
As part of this consultation process, we are asking people about the findings of this analysis, and their vision for the Beaufort Street Town Centre.
Participation Opportunities
Currently there are three opportunities to participate:
Pedestrian and lighting audit - Wednesday 5 June, 6-7.30pm. Meet at the Beaufort Street sign (corner of Beaufort and Barlee streets).
This audit is an opportunity to do an on-the-ground assessment of the walkability, safety, lighting coverage and accessibility of the Beaufort Street Town Centre and surrounds. Working in small groups, participants will each be given a booklet to record their observations and make assessments about the public realm as we walk through the precinct. These assessments will inform the policies and Place Plan actions that are developed for the Beaufort Street Planning Framework.
Character and streetscape 'walkshop' - Saturday 8 June, 10-11.30am. Meet at the Beaufort Street sign (corner of Beaufort and Barlee streets).
This 'walkshop' is an opportunity to identify the unique features, materials, activity uses and heritage fabric that make Beaufort Street a distinct place. Participants will be guided through the town centre and will make observations about the positive and negative qualities they see in the existing buildings and on the street. These observations will inform character statements for sub-precincts, streetscape palettes and built form policy provisions that are developed for the Beaufort Street Planning Framework.
Design workshop - Wednesday 12 June, 6-8.30pm at The Beaufort, 521-528 Beaufort St, Highgate.
Now that we have understood the community's vision for the Beaufort Street Town Centre and surrounds, this workshop will delve into how we can deliver this vision. We will discuss topics such as the precinct boundary, sub-precincts, building height and design, types of activities and uses, transport and transition zones. These activities will inform the Planning Policy Provisions that guides development in the private realm and the Place Plan actions that guides development in the public realm.
Participants are welcome to attend one or more workshops. Please register in advance using the form below.

What will happen next?
Feedback from the visioning and design phases will be reviewed and a planning framework developed.
There will be further opportunities to participate and to let us know 'have we got it right?'.
Once a draft is developed, a report will be presented to Council for endorsement to formally advertise.
If you provide your contact details when completing the survey, you will be notified when the report will be considered by Council. Anyone is welcome to attend the Council Briefing and Council Meeting to ask questions or comment on the proposal.
