Consultation has concluded


The City of Vincent is calling on community members and business owners to help decide on the future of the Barlee Street Car Park in Mount Lawley.

Barlee Street Car Park

The Barlee Street Car Park is located on the corner of Barlee Street and Beaufort Street in Mount Lawley.

The car park is made up of three lots – one owned by the City of Vincent and two thirds in private ownership. The two private lots have been leased and managed by the City for many years to run the car park.

The car park is currently underused, with a large portion of running costs being met by Vincent ratepayers.

During the 2019-20 financial year – when parking income was affected by COVID-19 restrictions – it cost the City more than $104,000 to run the car park.

The cost of running the car park during the previous two financial years was more than $80,000 a year. This is after ticket sales.

Even at peak times on Saturday afternoons and evenings, less than 60% of bays are filled.

With this in mind, Council are keen to hear from the community before we make any decisions about the future of the car park.

Options for consideration

There are a number of options for consideration, each with their own important advantages and implications to consider.

1. Sell the land

Sale of the City-owned lot could be used to upgrade or fund another public open space.

This would give the City about $1 million to put towards another public open space or the upgrade of an existing space in Vincent.

2. Swap the land

A land swap deal with the neighbouring property would allow the City to create a park or town square on the corner of Barlee and Beaufort.

The City-owned piece of land is the farthest from the corner of Beaufort and Barlee streets, but a land swap with neighbours could see a sizeable 700m2 town square or park created on the corner lot.

A public space in the heart of Mount Lawley would support the local economy while helping to address the shortage of public open space near the entertainment strip. This map shows the public open spaces nearest to Barlee Street Car Park.

The left half of the below diagram illustrates the current ownership of the three lots and the right half of the diagram shows how the property ownership would change in a land swap deal.

3. Keep the land

The City could keep the land and seek new leases with the neighbouring properties to continue operating the car park.

Two thirds of the car park are privately owned, and if we kept our piece of land we could keep the car park operating for as long as we have a lease over the neighbouring properties.
