Development Details:

This application is for the redevelopment of the Stirling Towers site at 49-67 Smith Street, Highgate. The demolition of the existing buildings on the site was approved in May 2024 and a tender awarded for the demolition works in June 2024.

This application is for the construction of 109 multiple dwellings on the site. Details of the application are as follows:

  • 109 Multiple Dwellings consisting of:
    • 42 One Bedroom dwellings; and
    • 67 Two Bedroom dwellings.
  • The dwellings will provide a mix of social and affordable housing as follows:
    • 78 of the dwellings will be social housing
    • 22 of the dwellings will be affordable housing
    • 9 of the dwellings will be specialist disability and onsite overnight assistance accommodation.
  • Vehicle parking is provided as follows:
    • 55 resident car bays
    • 10 resident motorcycle bays
    • 5 visitor car bays
    • 64 resident bike bays
    • 6 visitor bike bays

Assessment and Determination:

The site is owned by the State Government, and the redevelopment is proposed to be public works undertaken on their behalf.

Vincent is not the decision maker on the development. As public works, the development does not require approval under the City of Vincent Local Planning Scheme No. 2 (LPS2). Approval is still required under the Metropolitan Region Scheme. The application will be determined by the Western Australian Planning Commission (WAPC).

Section 6(2) of the Planning and Development Act 2005 requires comments to be sought from the City on public works regarding:

  • Their consistency with the purpose and intent of LPS2;
  • Orderly and proper planning; and
  • The preservation of local amenity.
