Development Details:

The proposal seeks amendments to a previously approved Mixed-Use Development at No. 139–141 Lake Street, Perth. The original development was approved on 8 August 2023, subject to conditions. This application proposes design modifications to that approval, with the changes outlined below.

The subject site is bounded by Lake Street to the east, Church Street to the south, an existing two-storey warehouse to the west, and Stuart Street Reserve to the north. The site is zoned Mixed Use under the City’s Local Planning Scheme No. 2 (LPS2) and has a residential density code of R80.

Summary of Proposal

  • A seven storey building proposed with a basement floor below.
  • A restaurant/café tenancy on the corner of Lake Street and the Stuart Street Reserve.
  • A total of 29 apartments across all floors, including a mix of one, two and three-bedroom apartments.
  • Vehicle access provided from one access point along Church Street
  • Communal open space and facilities for residents provided on the sixth floor
  • Parking provided across the ground floor as follows:
    • 32 car parking bays for residents.
    • 16 bicycle parking bays for residents.

Summary of Changes

  • Reconfiguration of ground and upper floors, including the following:
    • Increasing the café tenancy’s net lettable area from 40m2 to 88m2
    • Increasing number of apartments from 21 to 29
  • Removal of Lake Street crossover and consolidation of carparking to the ground floor. This has resulted in the following changes to on site car parking:
    • Car parking increase from 21 to 32 bays
    • No on site carparking for visitors, when two was previously provided
    • No on site carparking for commercial tenancies, when one was previously provided
    • Increase on site bicycle parking from 10 to 16 bays
  • Changes to the external material and style of the development, particularly the upper two floors, changing to a darker tone
  • Overall height increased by 1.89m
