Options for 10 Monmouth Street

The City is working to deliver the best possible network of parks and open spaces for our community. At the 7 April 2020 Council Meeting, Council approved consulting with the community in respect to the potential sale of 10 Monmouth Street. Minutes can be found here.
Our Public Open Space Strategy 2018 includes an action to review any underperforming or surplus land owned by the City. As part of this action, we are reviewing City owned land at 10 Monmouth Street in Mount Lawley to determine its best possible use for the Vincent community.
To help with our review, we are asking community members to tell us how they would like to see the land used in the future.
10 Monmouth Street
The land is owned by the City of Vincent in freehold and has an area of 500sqm. It is zoned residential R40 and currently used as a local park. The City maintains the lawn and provides a public bin and dog clean-up bags. Records indicate that the land has been vacant and used as a park for about 50 years. If classified under the Public Open Space Strategy, 10 Monmouth Street would be considered a local park. The strategy outlines the minimum features required for local parks, as well as the minimum catchment of residents that the park should service.

Currently, 10 Monmouth does not meet the minimum standards required for a local park, with only turf, bins and shade from a neighbour’s tree.
The Public Open Space Strategy identifies Mount Lawley as a suburb generally lacking local parks. However, it's important to note that 10 Monmouth Street does not maximise access to the park for the entire suburb.
The catchment of 10 Monmouth Street is outlined below. Barriers from busy nearby roads limit access to residents outside of this area. A nearby local park, Hyde Street Reserve, is also shown below.
What are the options for 10 Monmouth Street?
The City wants to hear from the community before planning for the future of 10 Monmouth Street. The City has the option to:
- Sell the land to generate funds for other parks in the City, or
- Continue maintaining 10 Monmouth at its current condition.
